Prequalification notice inviting applications for empanelment of original equipment manufacturers/ suppliers for the work of supply, installation, testing and commissioning of diesel generating sets

Applications for empanelment are invited by UCO Bank, Head Office, 10, B.T.M. Sarani, Kolkata-1 directly from bona-fide and resourceful Original Equipment Manufacturers/ suppliers for the work of supply, installation, testing and commissioning of Diesel Generating sets having capacity 400 KVA and above.

The applicants should possess previous experience of supply, installation, testing and commissioning of similar equipments during last 5 (Five) years to at least five Government organizations/undertakings besides other organizations and equipments supplied should be in successful operation for at least 3 (Three) years. The applicants should have established network in Kolkata to ensure timely execution of work and provide prompt technical support service.

General terms and conditions for prospective bidders regarding sale of NPAs by the bank

The interested parties will have to execute non-disclosure agreement with UCO Bank by 24th February, 2007 at the aforementioned address as also to agree with general terms and conditions stipulated in this regard, after which the details of the assets will be disclosed and inspection of documents will be allowed on ‘as is and where is basis’ at different branches for conducting due diligence. The prospective bidders who have executed non disclosure agreement may submit offer(s) for purchase of one/more assets on individual basis as well as on portfolio basis. The offer should be accompanied by stipulated non-interest bearing earnest money deposit of Rs.50 lacs, refundable to unsuccessful bidders. Offers will be evaluated for each asset separately or on portfolio basis as deemed fit by the Bank.

All bids will be received by 4 p.m. on 15th March, 2007 and opened by the Asset Sale Committee in the presence of the bidders’ representatives on 16/3/07 at 12-00 hours.

The Bank will announce the identity of the successful bidder(s) whose bid price is highest without disclosing the bid amount. Thereafter, the Bank, will negotiate with the successful bidders to consider revising the bid upward and then a negotiated settlement of price will be agreed.

The Bank reserves the right to reject any bid without assigning any reasons whatsoever. The Bank also reserves the right not to go ahead with the sale without assigning any reasons.

The Bank will issue to the successful bidder a letter in principle for the sale of the portfolio at the agreed price subject to the approval of the competent authority of the Bank. Invitation for Expression of Interest for acquiring a web-based tool for MIS for Credit Risk Management

1. UCO BANK, a public sector bank in India, invites Expression of Interest from vendors with proven track record to install a web-based tool for on-screen inputting and transmission of credit risk management data from around 1300 branches to 35 Regional Offices at different locations in India and the Head Office at Kolkata. 2. The Bank’s broad requirements are briefly indicated below:

  1. The solution would be web-based; branches would input data in respective fields in web-based screens available on a single and specific PC terminal, which would be connected with specific terminals at respective Regional Offices and Head Office through existing telephone lines/ leased lines/ VSAT links/ Virtual Private Network, whichever is available. Data privacy will be guarded.
  2. It would be possible to obtain print-out of blank/filled in formats from screen contents. If link fails, data from affected terminal will be taken in floppy for transmitting from another terminal.

  3. Inputting, modifying, transmitting and downloading data at branches will require authorization at different levels and Logs will be maintained. At Head Office level, it would be possible to change/delete/modify fields and/or to impose/relax Mandatory Fields at any point of time, with multiple options of input screen field structure, including free fields, depending on specific data input requirements.

  4. Account wise last updation date and the particular fields updated on that date would be identifiable from the downloaded data.

  5. The fields will have drop-down lists wherever nature of required input permits. Fields for data of permanent nature will be default populated. Inputs will be validated e.g. against default populated data and check-sum.

  6. The solution would be compatible with the existing stand-alone systems in use such as ISBS and Next-Step running in computerized branches of the bank as also ALPM software from Onward Technologies and H. K. Industries and the bank-specific UCONSOLO in use at other branches so as to automatically populate maximum number of fields in the input screens through direct extraction of data.

  7. The solution would have data storage accessible through SQL, and downloadable in Excel worksheets.

  8. The vendor would carry out interface-building, customization, parameterisation, implementation, stabilization and maintenance of the system.

  9. The vendor would impart training to Bank’s designated personnel and provide user-manuals and Helpdesk support.

  10. Software updates are to be routinely made available to the bank.

3. Only those vendors having satisfactory financials and who have successfully implemented and are maintaining similar system as above at one or more banks in India with a reasonably large number of branches, say around 500 or more may respond hereto.

4. Interested vendors fulfilling the above criteria and having solutions deemed compatible with the broad indications given above may send their response giving details about their profiles and the solution in enclosed format (hard copies only) along with supportive documents, by Regd. Notice inviting Tender

UCO Bank invites offers for accommodation from prospective landlords for setting up a Staff Training Center at Bhopal. The following accommodation is required by the Bank:

  4. Contractors applying for the trade of Electrical work, should possess valid Electrical contractors license. Photocopy of such licence should be submitted with the application.
      
  5. Contractors applying for interior furnishing work should have successfully completed at least one similar work, having single job value as per categories mentioned in the annexure.
      
  6. Contractors applying for Electrical installation and internal wiring work should have successfully completed at least one similar nature of work, having single job value as per category mentioned in the annexure.
      
  7. Contractors applying for air conditioning work should be original equipment manufacturers of air conditioning machines, ductable split air conditioning machines of minimum 5 TR capacity and having annual turnover of 30 crores in India during last 3 years. The contractor should have successfully completed at least one complete work of supply, installation and commissioning of ductable split air conditioning system having single job value of 15 lakh. In last 3 years.
       
  8. Vendors applying for supply, installation, testing and commissioning of EPABX should preferably be original equipment manufacturers of EPABX and having annual turnover of minimum Rs.4 crores in India during last 3 years. The vendors should have successfully completed at least 10 works of supply, installation, testing and commissioning of EPABX system having single job value of minimum Rs.10 lakhs in last 3 years.
      
  9. The Bank reserves the right to visit the establishment / workshop / sites of recently executed work of applicants of any trade before finalization of enlistment.

UCO Bank invites proposals (Expression of Interest) for appointment of a Consultant for Project on ‘Rule based approval system of lending for various types of retail and small enterprise loans’. The Consultant will be responsible to devise a suitable model for the Bank for Rule based Approval System of lending for various types of retail and small enterprise loans and assist the Bank to implement the same.

About the Organization :

UCO Bank, headquartered in Kolkata, is a leading Public Sector Bank with 1741 branches in India, 4 overseas branches in Singapore and Hong Kong and one Representative Office in Malaysia. The Bank has a total business of Rs.92610 crore with deposits at Rs.55596 crore and advances at Rs.37014 crore as of June, 2006. The advances port-folio of the Bank is well-diversified. The Retail and small enterprise loans of the Bank constitutes slightly more than 20% of its total port-folio.

Bank is in the process of implementing the Core Banking Solutions (CBS) in partnership with HP and Infosys to have the benefit of high-technology platform to provide different types of products and services to the customers. The CBS package being implemented by the Bank also includes Credit Appraisal Module meant for processing retail and small enterprise loans. With the availability of CBS technology, UCO Bank intends to provide a Rule based approval system for these loans to take the benefit of technology.

Bank’s Retail Portfolio :

Our Bank intends to significantly increase its various types of retail and small enterprise loans segment during the next 3 to 4 years. In order to help the Bank in getting shifted to a systematic risk evaluation for various types of retail and small enterprise loans, a system of Rule Based Lending will ensure the creation of a good quality of various types of retail and small enterprise loans port-folio.

Keeping this objective in view, the Bank would like to appoint a Consultant who can put in place a Rule Based Approval System of Lending for the Bank’s various types of retail and small enterprise loans.

Prerequisites for the appointment of a Consultant :

The Consultant will have to look into the following features and benefits of Rule Based Lending system to devise a suitable model for the Bank.

  • Loan Approval System will be customized and modelled according to the Bank’s needs.

    • Credit Policies and Guidelines
    • “Knock-Out” Conditions (i.e. immediate reject)
    • “Grey” conditions where special/separate approval is needed

  • Covers various credit facility types - Retail Term Loans and Small Enterprise Term Loans and running Cash Credit accounts.

    • For each of the facility types, specific collateral/policy requirements can be specified

  • Built-in Credit Risk Scoring System

    • Credit Risk Rating is automatically produced
    • Capturing of default probability information and basis for portfolio Management
    • Fulfils Basel II requirements - Assigns Customer, Facility and Exposure Risk Factor

  • Efficient loan approving process

    • Automated and instantaneous credit decision based on data. No requirement for Credit Analyst at branches.

  • Enables Portfolio Management capability

    • Credit Risk Scoring function enables development of Risk Based Pricing Tools

Details of Offer to be submitted by Consultant Firms :

UCO Bank invites applications from reputed banks / consulting firms who have sufficient on-hand experience of implementation of Risk Projects / Rule-Based Approval System of Lending in banks of similar size as our Bank either in India or abroad.

The last date for receipt of applications from the consulting firms of repute will be 20th October, 2006.

The applications should cover the following aspects :

  1. Name of the Bank/Firm
  2. Key persons in the organization who will handle the assignment and their experience/profile
  3. Experience in the relevant field / assignments
  4. Names of banks/firms for which consultancy in the relevant field has been undertaken
  5. Approach/methodology proposed to be adopted
  6. Tentative time required for devising a suitable model for the Bank and its implementation

Selection Procedure :

The applications received in response to the advertisement and meeting the above criteria will be screened by an Internal Committee of Executives. The Internal Committee will shortlist the applicants with reference to their experience in the area, profile of key persons who will handle the assignment in our Bank, approach/methodology proposed to be adopted for implementing

Rule-Based Lending in our Bank, and time required to implement the project. The shortlisted applicants will be invited to make their presentations. Based on the presentations and the discussions, 4 or 5 firms will finally be selected from whom financial bids will be obtained and L1 will be entrusted with the job.

The Bank reserves the right to screen the applications so received and to decline any application without informing the reason thereto.
