Expression of Interest for implementation of Core Banking Solution in RRBs

UCO Bank, one of the leading public sector banks in India having its corporate office at 10 B.T.M.Sarani, Kolkata is in the process of implementation a Core Banking Solution (CBS) in its following Regional Rural Banks (RRBs)

1. Jaipur Thar Gramin Bank

2. Kalinga Gramya Bank

3. Bihar Kshetriya Gramin Bank

4. Paschim Banga Garmin Bank

5. Mahakausal Kshetriya Gramin Bank

These 5 RRBs are having around 803 branches located in Rajasthan, Orissa, Bihar, West Bengal and Madhya Pradesh respectively.

UCO Bank as sponsor bank, on behalf of the five RRBs invites Expression of Interest (EOI) from reputed System Integrator for implementing Core Banking Solution including Financial Inclusion in its RRBs.

UCO Bank on behalf of the five RRBs would like to receive proposals from Prime vendors for the proposed CBS solution. The Prime vendor, if so required, may form a consortium with other vendors to offer the proposed solution. However, UCO Bank expects that the Prime Vendor will be the single point of contact for the Bank and will be entirely responsible for the customization and implementation of the proposed comprehensive solution including setting up of Data centre, Disaster Recovery Centre, Networking as well as post implementation support including up-time and response-time guarantees pertaining to all components of the proposed solution. The Prime vendor will also be required to ensure that all current and future systems deployed in the Bank can interface to the proposed solution.

The proposed CBS will primarily provide the branches with capabilities to offer retail banking services to its customers, deposit products like savings current and fixed deposit accounts etc, remittances, credit disbursement and monitoring, Inland Bill /LC/Guarantees,Lockers,general ledger and MIS reports relating to statutory reporting, internal control and business development etc . Offered Software must have ATM interface, SMS Banking, Internet Banking, Mobile banking etc.

Prime vendors who wish to participate should meet the following eligibility criteria:

  • The Minimum average turnover of the Prime vendor is not less than 30 crore in proceeding three financial years.
  • The Prime Vendor must have posted profit for the last three years.
  • Prime Vendor must have implemented CBS in at least one regional rural bank in India / co-operative bank in India /public sector bank/Private Bank in India.
  • Prime Vendor should have the capability to implement the proposed solution and provide post implementation support including up-time and response-time guarantees pertaining to all components of the proposed solution.

The EOI document submitted to UCO Bank should be complete and comprehensive with explicit documentary evidence in support of all the prequalification criteria (order copy, installation certificate, auditor’s certificate etc.)

Prime vendors should submit the following as part of their EOI:

- Copies of annual report and audited balance sheet for the last three years ending 31st March 2008, 31st March 2007 and 31st March 2006 for all vendors in the consortium, including Prime vendor.

- Documents and brochures pertaining to all products that will be deployed in the proposed solution.

- Current installed base of CBS clients, with details, client-wise, of hardware, operating systems, application software, delivery channel technology deployed, size of network (number of cities, branches/locations), and size of database.

- Copy of agreements, legal documents, including agreement with other vendors with whom the Prime vendor will work in the consortium to provide the proposed solution.

Based on the documents submitted with the EOI, Bank will short list Prime vendors. A detailed ‘Request for Proposal’ will be issued to the short-listed Prime vendors to elicit detailed information about the proposed solution, in UCO Bank’s own structured format, for further evaluation.

The bank reserves the right to reject any or all the offers without assigning any reason thereof.

The EOI together with all the enclosures may please be delivered not later than 4.00 P.M. 22.04.2009 ,in a sealed cover super scribing subject of the tender “EXPRESSION OF INTEREST FOR IMPLEMENTATION OF CORE BANKING SOLUTION IN RRBS” along with the words “Not to be opened before 22.04.2009 at 4.00 P.M.” to the following address:
