Notice inviting tender for hiring of one 63 kva stand-by diesel generating set for UCO Bank, head office-2 at DD-3&4, Sector I, Salt Lake, Kolkata –700 064.

Sealed two-part tenders are invited by UCO Bank, Head Office, General Administration Department from bonafide Kolkata based owners and suppliers of Diesel Generating Set of capacity 50 KVA and above on hire basis and having at least 5-years experience in the same trade in Govt./Public Sector or reputed private sector organisations, for providing one 63 KVA, 3-Phase, 415 Volt. silent Diesel Generating Set in good condition, on hire basis, as a stand-by source of supplying electric power during load shedding/power failure, to identified areas in Bank’s Head Office-2 building at DD-3&4, Sector-I, Salt Lake, Kolkata – 700 064. The D.G. Set will be installed in generator room at ground floor of the building or elsewhere and the same should be capable of supplying continuous 3-Phase power to the extent of 50 KVA (72 Amp) to Bank’s installations/equipments during power failure at any point of time on round the clock basis.

The scope of services and terms & conditions for hiring the D.G. Set are as under:

  1. Rate is to be quoted for monthly rental charges for 63 KVA, 3-Phase, silent D.G. Set in acoustic box complete with all accessories on hire basis and round the clock services of the operator, possessing the requisite & valid electrical license, for running the D.G. Set. Rate of Service Taxes/VAT, if any payable, should be quoted separately in the tender.

  2. All cost for maintenance and servicing of the generator including the cost of spare parts and periodical replacement of Mobil oil are to be borne by the generator provider.

  3. The tender should remain valid for a period of 45 (Forty five) days from the date of opening.

  4. The D.G. Set offered on hire basis, should not be more than 3-years old and the same should not have run for more than 10,000 hours.

  5. The D.G. Set should be maintained properly to keep the same in satisfactory running condition at all times for supplying emergency power to the extent of 50 KVA.

  6. The D.G Set should be provided with 1st filling of Mobil oil and 30 Litres of Diesel oil. However, for running the generator, Diesel oil and top up Mobil oil will be supplied by the Bank.

  7. The permission of statutory authorities like WBSEB, WBPCB, Directorate of Electricity etc. towards installation of the D.G. Set, will be obtained by the supplier of D.G. Set at no extra cost. However, the requisite fees payable to statutory authorities for obtaining such permission will be paid by the Bank against proper receipts.

  8. The arrangements for providing accessories like cables, change-over switches etc., if required any, will be made by the Bank at its own cost.

  9. The arrangements for providing exhaust pipeline of the D.G. Set, as per requirement & specification of Statutory Authorities, will be made by the Bank at its own cost.

  10. The charges for transportation, loading & unloading of the D.G. Set for installation of the same in the generator room or elsewhere of Bank’s premises, as identified by the Bank, will be borne by the contractor. Mending of any damage caused to the Bank’s property during loading, unloading of the D.G. Set in Bank’s premises will be done by the contractor to original finish, at their cost.

  11. The successful bidder should be in a position to install and commission the D.G. Set in Bank’s premises within 7 (Seven) days from the date of awarding the contract.

  12. Electricity Duty, if any, payable to the State Govt., depending on running hours of the D.G. Set will be borne by the Bank. However, installation of the energy meter with its calibration and registration with the Statutory Authority, will be done by the contractor at their cost.

  13. The contract will remain in force initially for a period of one year from the date of  satisfactory commissioning of the D.G. Set at site. However, the contract is subject to termination at any time if the services are not found satisfactory or for any other reason whatsoever. The contract may be renewed for further period at mutually agreed rates/charges and keeping other terms & conditions unchanged, depending on satisfactory services rendered by the generator provider and requirement of the Bank.

  14. In case of any major break-down of the D.G. Set requiring repairing time for more than four hours, an alternative interim arrangement will be made by the generator provider immediately by providing a substitute generator of identical capacity at no extra cost. For non-functioning of the D.G. Set or in the event of failure on the part of the generator provider to provide an alternative interim generator of identical capacity, within four hours or during power failure/load shedding, penalty at double the pro-rata rate will be imposed and deducted from monthly bill for the generator.

  15. The successful bidder will have to execute an Agreement with the Bank in non-judicial stamp paper of requisite value and as per the draft of Agreement to be provided by the Bank, within 14 (Fourteen) days from the date of commencement of the contract. The successful bidder will also have to furnish a performance security deposit by DD/Pay Order/Banker’s cheque for an amount equal to 10% of annual contract value, within 15 days from the date of commencement of the contract. The performance security deposit can also be submitted in the form of Bank Guarantee, issued by any scheduled commercial Bank banking in India other than UCO Bank or its subsidiary, in a format acceptable to us and having validity for a period covering the contract period and claim period for additional one month. No payment will be made until the Agreement is executed and the performance security deposit is furnished. The performance security deposit will not bear any interest and the same will be refunded to the contractor within a reasonable period after the closure of the contract. If the performance security deposit is submitted in the form of Bank Guarantee, the Bank Guarantee will be discharged & returned after closure of the contract.

  16. Tenders should be submitted along with the Earnest money deposit for the prescribed amount and in the prescribed mode. Tenders submitted without Earnest money Deposit will be summarily rejected. The Earnest money will not bear any interest. The Earnest money deposited by unsuccessful bidders will be refunded after awarding the contract to the successful bidder and on receipt of the unsuccessful bidder’s letter in that respect. The Earnest money deposited by the successful bidder will be refunded after execution of the Agreement and submission of performance security deposit, duly accepted by the Bank.

  17. The deployment of operator for running the generator should comply with the labour legislation Act.and minimum wage Act of Govt. of India and Govt. of West Bengal.

  18. The contractor will have to remove the D.G. Set from the Bank’s premises within 3 (Three) days from the date of termination or closure of the contract at their cost, else demurrage charges @ 1000/- (Rupees One thousand only) per day will be levied by the bank on the contractor. Mending of any damage caused to the Bank’s property during taking the generator out of the Bank’s premises will be done by the contractor to original finish, at their cost.

  19. If the successful bidder fails to perform the commencement of the contract within the specified time period, the earnest money deposited by the bidder will be forfeited.

  20. The Bank reserves the right to reject any tender without assigning any reason whatsoever.

Procedure for submission and opening of Tenders:

1. Part-I of the tender should be submitted in a separate sealed cover, super scribing “PART-I (Technical & Commercial Part)” and the name and location of services. Part-I of tender should contain the following:

  1. Make/model of Engine & Alternator, date of manufacture, total running hours of the engine so far.

  2. A letter from the bidder towards acceptance of scope of services and terms & conditions for hiring the D.G. Set, as mentioned in the Notice Inviting Tender.

  3. Earnest money of Rs.5,000/- (Rupees Five thousand only) in the form of  DD/Pay Order/Banker’s cheque drawn in favour of  “UCO Bank”, payable at Kolkata.

  4. Photocopies of PAN card, Service Tax & VAT registration certificate.

  5. List of clients with capacity of D.G. Set provided and location of installation during last five years.

  6. Photocopies of performance certificate issued by clients during last five years. There should not be any indication of price/rate/charges in Part-I of the tender. Conditional tenders will be not accepted.

2. Part-II of the tender should be submitted in another sealed cover, super scribing “PART-II (Price Part)” and the name and location of services. Part-II of tender should contain only the monthly rental charges for providing a 63 KVA, 3-Phase, silent D.G. Set in factory fitted acoustic box with all accessories, charges for providing the operator for running the generator on round the clock basis, prevailing rate of Service Tax, VAT etc., if applicable.

3. Both Part-I and Part-II of tender should be enclosed in another sealed cover, super scribing the name and location of services and submitted to UCO Bank, Head Office, General Administration Deptt., Martin Burn Building (3rd Floor), 1, R.N. Mukherjee Road, Kolkata – 700001 by 2:30 P.M. on 26.05.2008.

4. Part-I of tenders will be opened at 3:30 P.M. on 26.05.2008 in presence of representatives of participating tenderers who intend to remain present in the tender opening process. Part-II of all bonafide tenders will be opened thereafter on the same day in presence of representatives of participating tenderers.
